摘　　要：为准确评价黑龙江省农村商业养老保险的发展潜力,研究选取全国包括黑龙江省在内的12个省(直辖市),以及黑龙江省内13个地区为研究对象,根据《中国统计年鉴2014》及《黑龙江统计年鉴2014》的数据,通过因子分析构建指标体系,并结合聚类分析对农村商业养老保险的发展潜力进行聚类分层。结果表明,农村地区社会建设程度、经济文化发展情况以及居民生活水平是其主要影响因素。黑龙江省农村商业养老保险在大庆、哈尔滨、齐齐哈尔蕴藏着相对较大的发展潜力,但其他地区的发展潜力较差,仍然面临严峻的养老难题。In order to accurately evaluate the development potential of rural commercial pension insurance inHeilongjiang Province, 12 provincial administrative regions including Heilongjiang Province, as well as 13 cities in Heilongjiang Province were selected as the research objects. Based on the data of China Statistical Yearbook 2014 and Heilongjiang Statistical Yearbook 2014, an index system was constructed by factor analysis,and the development potential of rural commercial pension insurance was divided into different levels throughcluster analysis. The results showed that main factors affecting the development of commercial pensioninsurance in rural areas could be summarized to be the degree of rural community construction, the economicand cultural development and living standard of rural residents. There was relatively large developmentpotential of rural commercial pension insurance in Daqing, Harbin and Qiqihar in Heilongjiang Province.However, the development potential in other areas was very poor, meaning that there were serious pensionproblems in these areas.
