2014年哈巴河县疾控系统慢性病预防控制能力现状分析

摘　　要：目的分析讨论2014年该县疾控系统慢性病预防控制能力现状。方法该县共设立疾病预防控制机构包含乡镇卫生院和社区服务站15家,对2014年哈巴河县疾控系统慢性疾病预防控制能力及人员构成进行调查,同时与2013年期间工作开展情况作出对比。结果对我县2014年疾病控制系统的从业人员进行调查,78名工作人员中,大专以上学历共计57人,所占比例为73.08%;初级职称及以上人数共计75名,所占比例为96.15%。对比2013年、2014年两年期间慢性病预防控制工作开展情况,前者在高血压、糖尿病、恶性肿瘤、冠心病、精神病、慢性阻塞性肺病等开展率分别为56.52%、30.43%、43.48%、43.48%、52.17%、3.04%,后者分别为95.65%、91.30%、82.61%、69.57%、78.26%、39.13%;在经费配置上,2013年业务经费、专项疾病经费均值分别为(16.8±0.65)万元、(2.1±0.94)万元,2014年分别为(53.7±1.82)万元、(6.7±0.43)万元,以上组间差异有统计学意义(P<0.05)。结论随着医疗卫生事业的发展,相关部门已经逐步认识到慢性病预防与控制工作的重要性,逐渐将工作重点转移至疾控系统,也投注了更多的人力资源及资金,使慢性疾病预防与控制工作真正发挥作用。Objective To analyze and discuss the status of chronic disease control and prevention ability in disease control system in Habahe County in 2014. Methods 15 disease control and prevention institutions including township health centers and community service stations were set up in our country, the chronic disease control and prevention ability and staff composition in disease control system in Habahe County in 2014 were surveyed and compared with the development of work in 2013 at the same time, the relevant policies made by the government was promoted and implemented. Results The employees in the disease control system in our country in 2014 were surveyed, in the 78 work staff, the education background in 57 cases was above junior college, accounting for 73.08%, in 75 cases was primary title or above, accounting for 96.15%,the development rates of hypertension, diabetes, malignant tumor, coronary heart disease, mental disease and chronic obstructive pulmonary disease were respectively 56.52%, 30.43%, 43.48%, 43.48%, 52.17%, 3.04% in 2013 and 95.65%,91.30%, 82.61%, 69.57%, 78.26%, 39.13% in 2014, the operational fund mean value and special disease fund mean value in 2013 were respectively（168 ±6.5） thousand yuan and（21 ±9.4） thousand yuan, and（537 ±18.2） thousand yuan and（67 ±4.3） thousand yuan, and the differences had statistical significance（P0.05）. Conclusion With the development of medical health enterprise, the relevant department has gradually realized the importance of chronic disease prevention and control work, and gradually shifted the work focus to the disease control system, and invested more human resource and fund thus making the chronic disease prevention and control work truly play a role.
