摘 要:针对目前河流水环境管理现状和跨行政区河流交接断面考核机制,提出了2种较为实用的考核方法-等次制与打分制,以华东地区N市某连续2年的水质监测资料为依据,分别对N市各行政区河流交接断面水质进行了分析与评价。根据2种考核方法分别得出相应年份里该市各区县的水质得分情况与考核结果,通过对考核结果的对比,分析了2种考核方法针对不同特点的地域与水系的适用性,提出了考核时应更加注重出入境断面数据来源的一致性、水量水质监测数据的结合、出入境断面综合考核等建议,明确了合理的考核办法对于区域环境管理的指导意义。According to the current situation of river water environment management and the system of water quality assessment for transition sections on inter-administrative rivers, this paper introduced two kinds of practical assessment methods for-order system and scoring system. Based on water quality monitoring data of a continuous two years in N city in east China, the author analyzed and evaluated the water quality of transition sections on inter-administrative rivers. Water quality scores and the evaluation results of each district in N city were achieved by using the two methods. The applicability of the two methods to the different characteristics of the region and the different river system were analyzed. The paper made the recommendation that the administrative department should pay more attention to the consistency of data for exit and entry section, the combination of water quality monitoring, the comprehensive assessment of entry and exit section and so on, finally defining the guiding significance of reasonable assessment method for regional environmental management.
