摘　　要：为了完成岛屿作战任务,应构建岛屿夺控作战指挥信息系统。分解了岛屿夺控作战3个阶段任务,分析了观察—判断—决策—行动(OODA)4个环节指挥活动,梳理了外军在海区夺控、岛屿夺占和岛屿防御3个阶段指挥控制的信息流程,提出了构建岛屿夺控作战指挥信息系统所需的全维信息融合处理、指挥/控制信息实时分发、多级辅助决策、联合作战指挥控制、快速通信保障和安全保密6种能力。最后,结合指挥信息系统现实问题,给出了指挥信息系统建设途径。To complete the task of the island operation, the command information system of theisland seizing control operation must be set up. Three stage tasks of the island seizing control op-eration are resolved. Four links of observation-orientation-decision-action（OODA） are analyzed. The information process of sea control, island capture and island defense of the command andcontrol in foreign army is carded. Six capabilities consist of full-dimension information fusionprocessing, command/control information real-time distribution, multilevel assistance decision, joint operation command and control, fast communication support and security of the island seiz-ing control operation. Finally, combined with practical problems, the construction way for com-mand information system is given.
