论新加坡高薪养廉制度对我国公务员制度的现实意义

摘  要:新加坡高薪养廉制度不仅包括给予公务员高额薪酬,还有相应的选拔制度、法律制度、财产申报制度和监督制度等来保障公务员的廉洁和高效。相较于新加坡,我国公务员制度存在考录制度不全面、财产申报制度不完善、监督制度不健全等问题。借鉴新加坡的"高薪养廉"制度经验,我国可以从内部监督入手,培养公务员以廉为荣的观念以提高个人素质,完善相互制衡的监督方式以加强行政系统自身监督,增强对权力运行的制约能力以加强"三位一体"监督;从外部监督着手,建立与全社会公众法治观念相适应的法律法规约束机制、与发扬社会主义民主相适应的人民群众监督机制、与高度发达的现代传媒系统相适应的舆论监督机制,从而促进我国公务员制度的廉政建设。Based on not solely high salaries for civil servants, Singapore' s high salary corruption prevention system consists also of corresponding legal system, selection system, property declaration system and supervision system to ensure the efficiency and integrity of civil service. Compared to Singapore, Chinese civil service system is confined by such problems as deficient recruiting system, property declaration system and supervision system. Drawing upon the experiences of Singapore' s corruption prevention, China can start with internal supervision, raise civil servants' consciousness of integrity and dignity, improve the mechanism of mutual supervision and self-super- vision of administrative body, strengthen power constraining functions to implement "three-in-one" supervision system: starting with external supervision to build a legal and regulative system that is adaptable to the society' s legal awareness, public supervision system that is adaptable to socialist democracy and pubhc opinion monitoring mecha- nism adaptable to modern media, and thereby to facilitate the construction of civil servant integrity.
