从体制层面分析中德政府统计体制及启示

摘　　要：通过运用博弈论、组织理论设计等方法对中国和德国的统计体制中的组织设计、经费来源、统计法律法规、统计资料收集方法四个方面进行比较研究,得到对中国统计体制改革的启示:保证统计系统设置的独立性和合理性,并建立相应协调机制;根据事权和财权平衡化原则分配统计经费在中央政府和地方政府之间的承担比例;完善和落实各项统计法律,确保统计工作"有法可依,有法必依";遵循成本效益原则完善统计调查项目。By using the method of game theory, organization theory to compare the design of statistical system about China and Germany in the organization design, sources of funds, the statistical laws and regulations, it can get the revelation of Chinas statistical reform for four aspects ： firstly, guarantee the independence and the rationality of the statistical system Settings, and establish the corresponding coordination mechanism; secondly, according to the governance and financial balance principle of allocation funds bear the proportion between the central government and local government ; thirdly, improve and implement the statistical law, to ensure that the statistical work of the laws; fourthly, follow the principle of cost effectiveness to improve the statistical investigation items.
