摘　　要：新型城镇化带来了人口结构、社会阶层、利益诉求和社会问题的多样化和复杂化,进而引起对社会管理需求的变化,适当的制度变革和管理创新是保证城镇化深入推进的必要基础。论文从大连新型城镇化现状和社会管理面临问题的出发,对大连社会管理创新的价值体系、社会管理主体定位进行了分析,提出大连应借助基于互联网的社会管理信息系统,变革社会管理制度、加强人才培养、完善人口管理模式、提升服务职能、促进社会资源整合,实现社会管理创新。New urbanization brings diverse and complex of demographic , social class, and social issues interest demands ,thereby causing changes in the demand for social administration. Appropriate institutional reform and management innovation is to ensure the necessary foundation for further promote urbanization. Starting from the problems faced by new urbanization present situation and the social administration in Dalian, the value system of social administration innovation and the main parts of social administration are analyzed, Dalian should make use of the social administration information system based on Internet, change the system of social administration, strengthen personnel training, improve population management mode, improve service functions, promote the integration of social resources to achieve the innovation of social administration innovation.
