加快商业银行自贸试验区业务发展的操作策略研究

摘　　要：通过对上海自贸区金融改革方案及自贸区商业银行运行情况进行分析后发现,自贸区商业银行要大力促进自贸试验区金融开放创新试点与上海国际金融中心建设联动,建立银行综合配套改革试验区与自贸试验区改革联动机制,对接国际投资贸易规则新变化,加快信息公开、公平竞争、权益保护等制度创新,不断拓展自贸试验区银行制度创新领域,形成一整套适应国际规则新要求的制度体系;要率先实现人民币资本项目可兑换,不断扩大金融服务业对内对外开放,加快建设面向国际的金融市场;要深入推进事中事后监管制度创新,完善信息共享和服务平台应用,建立综合监管体系,提升监管效能。This paper finds that FTA commercial banks should vigorously promote trade test area of financial liberalization and inno- vation pilot with the Shanghai international financial center construction linkage, the establishment of comprehensive supporting reform pilot area of the bank and trade reform pilot area linkage mechanism and docking with the international trade and investment rules of the new changes, accelerate the innovation of information disclosure, fair competition, rights and interests of the protection system, expanding FTA test bank system innovation, form a complete set to adapt to the new requirements of the rules of the international system. We should take the lead in achieving the convertibility of the RMB capital account, and constantly expand the financial services industry to open to the outside world, and accelerate the construction of the international financial market. Then we can further promote the matter in the post regulatory system innovation, improve the information sharing and service platform application, establish a comprehensive regulatory system and improve regulatory efficiency.
