加工贸易向中西部地区梯度转移的飞地经济模式研究

摘　　要：促进东部地区加工贸易向中西部地区梯度转移是我国为实现经济结构转型升级而做出的战略决策,也是贯彻落实"创新、协调、绿色、开放、共享"发展理念的战略举措。飞地经济模式能有效打破加工贸易梯度转移过程中地方保护主义的藩篱,充分调动东部地方政府的积极性,改变中西部地区在承接加工贸易梯度转移过程中出现的恶性竞争局面,提高加工贸易梯度转移的整体效能,因而可以有效解决加工贸易向中西部地区梯度转移中存在的突出问题。利用飞地经济模式在中西部地区建设和发展加工贸易飞地经济园区,关键在于建立科学合理的共建共管机制和利益分享机制。To promote the processing trade in the eastern region to gradient transfer to midwest regions is a strategic decision for China to realize the transformation and upgrading of economic structure, but also the implementation of the ＂ innova- tion, coordination, green, open, sharing＂ development strategy. Enclave economy mode can effectively break barriers to local protectionism in the gradient transfer of processing trade process, fully mobilize the enthusiasm of the eastern gov- ernment, change the vicious competition situation to undertake the gradient transfer of the processing trade in midwest regions, improve the overall effect of the processing trade gradient transfer, so it can effectively solve the existing promi- nent problems of the gradient transfer of processing trade to the midwest gradient. The construction and development of the processing trade enclave economy park in the midwest regions by the enclave economy made , the key is to build the scientific and reasonable mechanism of management and benefit sharing mechanism.
