全球油气发展新形势下我国油气供给战略的思考

摘　　要：世界油气地缘格局发生深刻变化,全球能源发展进入加速低碳化转型期,油气供给相对宽松,油气市场处于"东西互换"的重塑期。我国应适应世界油气发展新形势,推进低碳化能源革命,抓住机遇,加快调整能源结构,提升我国能源结构中油气消费比例。为保障我国中长期油气供给安全,应积极实施"油气自主"战略,需加快实施创新驱动,加强国内油气勘探开发,辅以油气税制改革和政策扶持,增强我国自产油气长期持续供应的保障能力;同时,强化能源外交,拓宽国际油气资源合作开发领域,增强跨国油气多元化供给能力。Profound changes have occurred in the world＇s oil and gas geo pattern. The global energy development is entering into a transition period of low carbonization. Oil and gas supply is relatively loose. The oil and gas market is in the ＂west to east swap＂ of the remodeling period. Conform to the new situation of world oil and gas development, we should promote the energy revolution of China＇s low carbonization.Seize the opportunity to speed up the adjustment of energy structure and improve the proportion of oil and gas. In order to ensure the safety of China＇s oil and gas supply security for a long-term, we should implement the strategy of ＂oil and gas autonomy＂. On the one hand, by strengthening the domestic oil and gas exploration and development, tax reform and policy support, we will enhance China＇s long-term self-produced oil and gas supply capabilities. On the other hand, by strengthening energy diplomacy, we will expand the international cooperation in the field of oil and gas exploration and development, and improve the diversified supply capacity of international oil and gas.
