摘　　要：保障静脉产业园原材料输入,解决静脉产业园"吃不饱"的问题是发挥静脉产业效益的关键环节,是我国循环经济领域近期规划的重要内容。以子牙静脉类产业园区为例,调查发现,我国静脉产业原材料输入存在国内来源供应不足、国外来源具有潜在环境污染风险等问题。国际经验借鉴表明,只有建立健全的回收体系和完善的法律法规才能有效保障静脉产业园原材料可持续输入,因此建议从政府、企业及消费者三个层面出发,改进现有回收模式,共同搭建起完善的废弃物回收体系——短期构建以园区企业为核心的回收网络,远期推进废弃物回收体系健全与建设。The production of raw material input is the key point to play benefits of venous industry and also an important part of circular economy in our country. Taking the case of Ziya Circular Economy Industrial Park, the survey suggests that the raw material input of Chinese venous industry is lack of domestic sources, and the overseas sources from international market may cause some problems such as potential environmental pollution risks. International experience shows that only the establishment of a sound recovery system and the improvement of laws and regulations can effectively protect the sustainable raw materials input. Therefore, the paper puts forward the proposal that it is necessary to improve existing recycling mode and build up comprehensive waste recycling system from three levels of the government, enterprises and consumers. In the short term, it is necessary to construct the recycling system in which the enterprises in the park play the leading roles in raw materials input. And in the long run, it is necessary to improve the scientific construction of recycling system.
