社区在城市生活垃圾综合治理中的职能与角色

摘　　要：社区与城市生活垃圾综合治理关系密切,使用文本分析方法,通过对多个现行政策文本的研究可发现,社区在城市生活垃圾综合治理中扮演着重要角色。首先,社区是中端治理的基本单元,主要的治理措施及治理效果的评价都以社区为单位发起或开展;其次,社区是垃圾分类的主导者,具体履行组织者、宣传者、监督者以及有毒有害垃圾单独收集服务的直接提供者等职责;再次,社区是生活垃圾资源性回收的基本单位,是完善回收网络的重要环节;最后,社区还须为其他生活垃圾治理工作提供必要的辅助性服务等。The community and the comprehensive governance of municipal household waste have a close relationship. By using the textual analysis, the study of multiple current policy texts shows that the community plays an important role in the comprehensive governance of municipal household waste. First of all, the community is the basic unit of midrange governance. The main governance measures and the evaluation of governance effects are always launched on the base of community. Secondly, the community plays a leading role in garbage classification and takes the responsibility of organizers, propagandist, supervisors and direct provider of separate collection of poisonous and harmful waste. Thirdly, the community is the basic unit of the waste resource recycling, which is also the important part to improve the recycling network. Finally, the community needs to provide necessary ancillary services for other waste governance work and so on.
