摘　　要：在社会工程管理思路下,政府积极主导、全面规划的灾后重建在操作过程中成为一项追求高大全的竞赛,加速了原有社区正常发展节奏。全面介入还是彻底悬置?基于非正式过程的嵌入式发展、作为外生性发展依托与补充的内生性发展和渐进式发展才是最终的目标。In the thinking of social engineering,post-disaster reconstruction which is fully planned and actively managed by the government has become a competition that aims at ＂Gaodaquan＂ in the applying process,and accelerates the normal development of the community.Fully intervening or totally suspension？ Flushbonading development based on the informal process,the internal development that is as the support and complement for the external development and the gradual development will be the final purpose.
