循化县积石峡水电站库区移民安置问题实证分析

摘　　要：循化撒拉族自治县积石峡水电站库区移民安置工作存在较多问题,在一定程度上影响着该地区社会稳定与经济发展,成为制约当地经济社会发展的"瓶颈"。由于水库移民安置工作周期长、相关政策多涉及移民的切身利益,故需认真评估和梳理。在库区移民安置工作中,惟有将法治思维和法治方式贯彻于移民安置工作始终,将尊重和保障库区移民"合法权益"作为安置工作的前提、创新库区移民安置方式、适当提高库区征地补偿标准及后期扶持补助资金、将前期补偿补助与后期扶持政策有效对接,方能化解库区移民安置相关难题。There are many problems in inhabitant resettlement in Jishixia Hydropower of Xunhua Salar Autonomous County which affects social stability and economical development to some extent and has become the ＂bottleneck＂ that restrains the local development.The problem of inhabitant resettlement needs a long working period,it involves different policies and interests of inhabitants,so it is very critical to seriously evaluation and combing.During the work,it will be the key to solve relative challenges to carry out the legal thinking and ways,to respect and guarantee the legal rights and interests of the inhabitants,to innovate setting modes,to reasonably increase the standard of land expropriation compensation and supporting subsidy funds and effectively butt joint the two funds.
