摘  要:老旧小区有机更新改造是我国实行的一项惠民工程,既有利于带来投资促进经济增长,更有利于改善城市环境、美化居住环境、改善居民的居住条件,是一项利国利民的大事。由于老旧小区建造时间较早,有些小区权属关系复杂,而且在改造中会涉及加层、加梯、加停车位、增面积以及管网改造等权属问题,直接影响着老旧小区有机更新的普遍开展。The old district's organic renewing is a Waste Management Project of China. It is a major event for the country and the people, not only promoting economic growth by bringing investment, but also improving the urban environment beautifying the living environment, and upgrading the living conditions of residents. Because the old district was built many years ago, its ownership is complex. Besides, the ownership, such as adding floor, installing elevator, increasing parking area, enlarging acreage and piping network transformation, affects the old district' s renewing progress.
