摘　　要：济南因位于古济水之南而得名。关于济南历史的厚重与精彩,＂汉筑城、晋定邦、宋设府、清开埠＂这浓缩的12字足以诠释。这其中还有同样厚重与精彩的＂明府城＂。明代以前,济南的城墙仅仅是夯筑的土城,直到明洪武四年（1371）,济南府城开始修建时,才内外包上了砖石,并进行了加高加厚。洪武九年（1376）后,山东三司驻地陆续迁往济南,济南自此始为山东首府。The first phase of Baihuazhou project,the pilot project of Mingchengfu tourism district,stretches out to Quanlefang on the east,to Baihuazhou on the west,to Houzaimen Road on the south and to Darning Lake on the north,covering 84 acres.With the 8,260 sqm antiqued buildings built already,plus the 10,000 sqm underground parking garage and above-ground buildings soon to be completed,the first phase of construction is expected to be basically completed by the end of this year.The reconstruction of the Mingchengfu tourism district still goes on.According to the overall planning by both the city and district government,and with the help of the gained experience from the first phase construction and experimental demonstration,Mingchengfu tourism district will receive about 5 billion fund from financial departments at all level in 5 to 10 years,and will stimulate over 10 billion social investment.As the project applies the prudent way of restoration and gradualism,the reconstruction and reservation of the region on the basis of the old city got carried out.Through three mainline, 'Spirit of the Springs City,Heart of Qilu and Essence of Confucianism',Jinan is endeavoring to forge the Confucian Culture themed by honesty and hospitality;to promote the Spring culture by characterized development and culture recovery;to restore the folk culture by preserve traditional dwellings,streets,living and entertainment;to create the healthy culture advocating traditional Chinese Medicine and Spring regimen.By that time,the old city would be rejuvenated in aspects of culture and commerce.
