摘　　要：通过分析新型生物恐怖的特点,回顾了美国防控农业生物恐怖的工作及其对我国深化国境生物安全建设的启示,以期通过加强立法、注重技术研究、聚焦防御策略、强化公众参与、加快生物安全信息收集和分析、完善合作机制,建立健全的预防和应急机制,维护我国国家安全、经济发展和社会稳定。This article analyzed the characteristics of the new bioterrorism,reviewed the literature of the U.S. system on agricultural bioterrorist,and discussed how to establish a national border biosecurity system in China. To effectively prevent and combat potential bioterrorism,we should enhance legislation and enforcement,advance technology,focus on defense strategy,strengthen public participation,accelerate the collection and analysis of biosecurity data,and strengthen cooperation mechanism,so as to better consolidate and strengthen the mechanism of national prevention and emergency response ,and to safeguard national security,economic development and social stability in China.
