2007—2014年怀化市妇幼保健机构卫生资源配置现状及趋势分析

摘　　要：目的了解怀化市妇幼保健机构卫生资源配置状况,为有关部门制定妇幼卫生发展规划,优化妇幼卫生资源配置提供依据。方法应用国家妇幼卫生机构资源与运营情况调查表,回顾性收集怀化市2007-2014年所有妇幼保健机构卫生资源信息。结果 2007-2014年妇幼保健机构总职工数823~1324人,实际配备人数/应配人数比例为56.14%~74.43%,医护比0.67~1.34,万元以上设备数288~679件,床位利用率41.43%~51.85%,总收入9 311.75万元~23 456.45万元。结论妇幼保健机构人力资源缺口大,配置不合理;基础设备落后,卫生资源利用效率不高;政府财政补偿力度不够,妇幼公共卫生职能淡化。建议加大政府财政投入,加强自身能力建设,合理进行妇幼卫生人力资源规划。Objective To understand the health resources status of maternal and child health care institution in Huaihua,and to provide scientific basis and recommends for management of maternity. Methods The data were collected from Supervising Information Network Reporting System in National Center for Women and Children＇s Health. Results From 2007 to 2010,the total of workforce was 823 to 1324,the ratio of actual allocated workers than right workers was 56. 14% to 74. 43%,the ratio of doctors to nurses was0. 67 to 1. 34,the number of equipments more than 10 thousand was 288 to 679,the utilization rate of bed was 41. 43% to 51. 85%,and the gross income was 93. 1175 to 234. 5645 million yuan. Conclusions In maternal and child health care institution,the human resources was insufficient and the allocation was unreasonable,the equipment was backward,the utilization efficiency for health resources was low,and the financing input was not enough,it should be to add financing investment,improve the ability building,and optimize the planning of human resources.
