创意警务理论视野下的所队融合机制探析——以苏州市公安局为例

摘　　要：1997年刑侦改革后,全国开始建立责任区刑警中队,在当时具有进步意义。随着经济发展,当时的模式已经不能很好地适应社会发展,所、队之间配合还存在一些问题,内耗增加,造成警力资源浪费。苏州市公安局在创意警务理论指导下,将经济领域的供给侧结构性改革理念引入到深化公安改革领域中,以给人民群众提供质量好、效率高的服务为出发点和落脚点,尽量减少无效和低端服务供给,扩大有效和高端服务供给。苏州市公安局从2015年下半年开始,在各分局打造"升级版"责任区刑警中队,责任区刑警队驻扎在辖区中心派出所,致力于推动侦查办案关口前移、优化警力配置,在提高责任区办案效率的同时,给派出所工作也带来便利,提高了基层公安工作的效率和质量。The divisions of business and the relationship between the police stations and the Criminal Police Brigade have been constantly changing. From 1997 criminal investigation after the reform, nationwide generally established Interpol brigade area of responsibility of the squadron, but most of all to the police station to rely on, or, the team leader of each other concurrently, business division of labor is not clear, or, between the teams grinds incompatible, resulting in waste of resources. Suzhou Municipal Public Security Bureau in under the guidance of the theory of creative policing, economy of supply side structural reform concept is introduced to deepening the reform of public security in the field of, to the people to provide better and more high-quality service as the starting point to minimize the invalid and low-end service supply, to enlarge the effective and engage in interrupt service supply, since the second half of 2015, in each branch create upgraded version of the Criminal Police Squadron, committed to increase police to sink strength, improve the efficiency and quality of basic public security work.
