摘　　要：近年来,我国各个城市小广告问题都较为严峻,严重影响了市民生活和社会秩序,有的甚至成为了违法犯罪的载体。文章以安徽省内部分城市户外小广告调研为基础,首先分析户外小广告发展的五种新趋势,然后从主体责任意识、利益足、管理缺位、法制缺陷等方面分析非法小广告猖獗的原由,最后结合国外或国内部分城市整治经验有针对性的提出依法治理的思路。In recently, the problems of small ads bring a lot of trouble for many cities in China, which affect the public life and social order seriously, and something even become the carrier of illegal crime. The paper is based on the research of small ads in some cities of Anhui Province, and starting from analyzing the outdoor small ads＇ five kinds of new trend of the development. Then, the run wild reasons of illegal small ads were be analyzed by the aspects of the main res Finally, some legal thinking ponsibility, sufficient interest, the absence of management, legal defects and so on. was put forward with combining the experience of foreign with the city management＇ s experience.
