摘 要:介绍了菲律宾Ormoc-Naga直流输电改造工程,阐述了控制保护系统的改进点,分析了ORMOC换流站所在的Visayas电网存在的频率问题,考虑直流双向输电运行及站间通信不可靠的特点,提出了不依赖于功率方向的频率控制策略。分析了Naga-Tayabas双回线和Naga-Labo双回线故障时对Naga换流站所在的南Luzon电网及Luzon主网的影响,提出了在Ormoc-Naga直流中配置紧急功率控制功能的策略,分析了紧急功率控制的机理并阐述了在不同线路故障及当前直流运行状态下所应采取的直流控制策略。最后对频率控制与紧急功率控制策略的协调控制进行了分析。研究结果表明:采用这些策略可有效地保证Ormoc-Naga直流两端交流电网的安全稳定运行。This paper introduced the refurbishment of Ormoc-Naga HVDC transmission project inPhilippines,and presented the improvement of control & protection system for ORMOC-NAGA HVDC project. The problem of the frequency stability in Visayas grid is analyzed. Considering the characteristics of the HVDC link bidirectional operation and the unreliable telecommunication,a frequency control strategy independent of the direction of power flow from the link is proposed. The impact for the outage of the Naga-Tayabas double-circuit line or Naga-Labo double-circuit line on the south Luzon power grid isanalyzed. An emergency power control strategy is proposed,the mechanism and implementation of emergency power control is analyzed. The simulation for the outage of the different AC line with different HVDC operation status is performed. The simulation results show that different control strategy should be taken for the outage of different ac line. Furthermore,the coordinated of the frequency control and emergency control strategy is also discussed. The adoption of these strategies effectively increases the stability and reliability of the Visayas and Luzon power grid.
