摘　　要：古往今来,在治国理政中,立法虽难,执行更难。推进国家治理现代化,首要的问题是国家治理能力。国家治理能力是国家运用制度管理公共事务、管理经济、社会发展、文化事业和生态建设的能力,其核心就是制度执行力。根据国家治理能力现代化的要求和我国现阶段国家治理现状,目前提高制度执行力应在制度设计中坚持公正性,体现制度理性;以制度的恰适性,提升制度认同性;以制度创新和制度优化提升制度执行的有效性。From ancient to modern times, it is more difficult in implementing than making of law in national governance. The most important thing of promoting the modernization of national governance is its capability of national governance. The core of national governance capacity is the implementation of its institutions, which includes the capabilities to managing public affairs, national economy, social development, cultural cause and ecological construction. According to the requirements of the modernization of national governance capacity and the status of our national governance, the viewpoint of this paper is that to improve the capabilities of institution implementation should improve ist justice and rationality in institution design, improve its appropriation by means of institution identification, and enhance its effectiveness through institution innovation and optimization.
