摘　　要：无缝隙问责制既是一种制度创新,也是未来行政问责发展的需要。其概念的生成是历史逻辑、理论逻辑和实践逻辑的统一,其内涵包括了责任划分的无缝隙闭合、责任监督的无缝隙覆盖、责任追究的无缝隙衔接以及责任链条的无缝隙管理等四个要素。可从构建大部制职权配套的政府责任体系、整合党内问责和行政监督的衔接机制、构建全方位多层次的异体问责体系以及构建无缝隙行政问责制运行的政治生态等方面建设中国特色无缝隙问责制。Seamless administrative accountability is coming, which is not only a kind of system innovation, but also an inevitable future development. The formation of the concept is historical logic, theoretical logic and practical logic. Its connotation includes the seamless closing of responsibility division, the seamless coverage of responsibility supervision, of responsibility supervision of responsibility supervision as well as the seamless management of responsibility chain. Building seamless accountability system can be realized by constructing the super - ministries powers supporting system of government responsibility, the integration of accountability system in the party and administrative supervision mechanism, the omnidirectional and multi -level exogenous accountability system, and the operational political ecology of seamless accountability.
