摘 要:任何公权力的行使都应当接受公众的监督、评判和检验,由于制度框架内的权力缺乏约束及公信力丧失,"非制度化"的网络反腐便应运而生。但是,网络反腐是一柄双刃剑,它在推动反腐进程的同时也伴随着偶然性与戏剧性、反腐旗号下多重动机与目的、无序化和非理性的叠加效应和缺失常态问责路径等问题。这些问题的由来受当下社会转型和体制改革影响颇深,并可能引发一定的危机。因而,亟需以制度化反腐替代"运动式"反腐,构建信息公开、广泛参与的反腐运行机制,提高网络公众的理性精神和参与能力,整合网络反腐力量,实现官民良性合作,把反腐纳入法治的轨道。The exercise of any public authority should be subject to public scrutiny, evaluation and testing. Given the lack of restraint within the institutional framework of power and the loss of credibility,"non-institutionalized" corruption network came into being. However, anti-corruption network is a two-edged "sword". It promotes the anti-corruption process and also accompanies with dramatic contingency.Meanwhile, under the banner of anti-corruption, multiple motives and purposes, disorderly and irrational superimposed effect, the lack of normalization of the accountability system and other issues emerged. The origin of these problems was caused by the current social transformation and was deeply impacted by the system reform which may lead to a certain crisis. Thus, it's necessary to replace "campaign-style" anticorruption with institutionalized corruption. To build information disclosure system and broaden the participation of anti-corruption operation mechanism, improve the network of public participation in the rational spirit and ability to integrate anti-corruption network capabilities into the legal track to achieve a good cooperation between government and people.
