摘　　要：公海保护区是一种养护渔业资源的管理手段。近年来,一些发达的渔业国家、区域性渔业组织已纷纷建立公海保护区来保护渔业资源,以实现可持续利用。当前我国正处于远洋渔业的发展期,虽然我国在近海海洋保护区的建设中已积累了渔业资源管理的一些经验,但我国在公海渔业资源的开发、利用及管理方面经验尚浅,同时面对日趋严格和规范化的国际渔业管理制度,我国远洋渔业的发展面临着新的挑战。因此,公海渔业资源的开发和利用不仅关乎到我国在国际渔业管理中的地位,也关乎到我国海洋渔业经济的发展。本文通过SWOT-PEST分析矩阵对目前我国参与公海保护区建设所面临的内外环境进行分析,提出了提高我国参与公海渔业的治理能力和有效开展公海渔业的一些建议。Building high sea marine protect area（HSMPA） is one way to reserve fishery resources. Recently, this measure has been conducted successively by some countries and regional fishery organizationswith developed fisheries to accomplish the fishery resources sustainable utilization. At present, China is in the developing stage of the pelagic fishery. Though China has accumulated knowledge on the fishery resources management during the construction of offshore marine protected areas. In terms of pelagic fishery, it still has limitation in experiences on the exploitation, utilization and management. Moreover, the exploitation and utilization of high seas fishery resources is not only referred to the position in the international fisheries management for China, but also to the development of its marine fishery economy of China. So under the conditions of the interuational fisheries management system become more strict and standardized with each passing day, the pelagic fishery development of China face new challenges. By building the SWOT-PEST analysis matrix , the external and internal situation of construction China High Sea Marine Protected Area were analyzed, based on which suggestions was proposed for , improving China＇ s management ability to participate in high seas fisheries and effectively developing high seas fisheries .
