摘　　要：1999年美国国会通过了《金融服务现代化法》,2008年美国政府提出了《金融监管结构现代化蓝图》,从金融服务现代化到金融监管现代化,既是金融监管结构映射金融市场结构的必然要求,也是本轮国际金融危机对监管体制检讨的恰当回应。金融监管体制现代化不是一蹴而就的,而是随着时代的发展不断演进、温故纳新的产物。在金融业最近百年发展历程中,基于金融监管的分类依据不同,危机前逐渐形成了四类较具有代表性的金融监管模式。在经历2008年国际金融危机检验后,以双峰监管为基础形成的目标监管模式遂被主要金融大国提上政策议程。目标监管是建立在对金融现代化过程中金融风险变革和其他金融监管模式适用性反思基础上的新型监管模式,正是在这个意义上,它实现了金融服务现代化之于金融监管现代化的最新探索。In 1999, the United States Congress passed the Financial Services Modernization Act, and in2008, the United States government put forward the Blueprint for A Modernized Financial RegulatoryStructure. From the financial services modernization to financial regulatory modernization, it is theinevitable requirement for financial regulatory structure to map the structure of financial markets, and itis also the right response of regulatory system after the review for the international financial crisis.Modernization is not easy. In the course of development of the financial industry during nearly 100years, based on the different classification standards of financial regulation, four representativefinancial regulation modes had gradually formed before the crisis. Suffering from the internationalfinancial crisis in 2008, the Objectives- based regulatory model which based on two- peak regulationhas been putted on the political agenda. The Objectives- based regulation is a new regulatory modelwhich is built upon introspection of the process of the modernization of financial services and reflectionfor other financial regulation mode. Based on the significance of reality stated, the new exploration offinancial supervisory modernization based on the financial service modernization is realized.
