张楚廷对中国大学管理现实的批判及其大学管理思想

摘　　要：张楚廷的大学管理思想包括了对大学管理的现实批判:大学外部和内部各种"权力"对"权利"的僭越导致了大学管理的本末倒置;政府以及大学自身试图用"金钱"来管理和控制"学术",使得大学管理的价值扭曲;"官僚"与"制度"的对立,导致大学管理手段的误用。对此,张楚廷认为,通过法律和制度规范政府与大学、大学内部学术权力与行政权力之间的关系,并使大学走向以校长治校为核心的"自我治理"的大学,是改变目前大学管理乱象的对策。Zhang Chutingrs University management thought includes his criticism of Chinars university man-agement, that is, the arrogation of various powers from external and internal university to the 44 rights leads to the reverted order of university management ; the government and the university itself are trying to manage and control “ academic” with “ money”, causing the value distortion of university management; the antagonism of “ bureaucrat” to “ institution” results in the misuse of the university management measures. Therewith,Zhang Chuting puts forward that the relationship between the government and the university as well as the university internal academic powers and administrative powers be standardized through laws and institution, and university should be self-governed with the nucleus of “ president managing the university”,which is the countermeasure of changing the present confusion of university management.
