摘　　要：目前,河北省中小企业的环境管理在环保认证、排污处理、投资额度、环境会计披露、环保检查及补贴等方面存在诸多问题,中小企业环境生态现状堪忧。这既有企业自身经济实力不足的原因,也和地方政府对这类中小污染源不重视有关。针对河北省中小企业环境污染的现状,可从环保协同的角度建立三维一体绿色金融体系、环境协同管理机制和分级对口统筹管理体系。Currently, there are many problems in the environment management of SMEs in HebeiProvince, such as in the certification of environmental protection, industrial pollution controlling, environmentalinvestment quota, disclosure of environmental accounting information, environmental protecting inspectionand relevant subsidies, etc. The current situation of SMEs＇ environment ecology is grim, whichmight be caused by both the lack of their own economic strength and ignorance of the local government.The solution of these environmental problems of SMEs in Hebei Province can be put forward from the viewof cooperation, i.e. building up three -dimensional green financial system, coordinated management mechanismof environment and hierarchical coordinating management system.
