摘　　要：规划建设基层综合性文化服务中心,直接体现着十八届三中全会精神的有效落实,对促进石家庄市基本公共文化服务均等化、实现其城乡发展统筹和小康社会全面构建具有重要意义。在综合借鉴10个国家级基层综合性文化服务中心建设试点单位经验的基础上,分析了制约石家庄基层综合性文化服务中心建设的主要因素。结合有关文件和石家庄实际,提出了石家庄基层综合性文化服务中心建设标准,并从建立统筹协调机制、加强人才队伍建设、创新服务内容方式、创新运行管理体制等四个方面提出了建设路径。The construction of grass-roots comprehensive cultural service centers is the direct embodiment toimplement the spirit of the third Plenary Session of the 18th CPC Central Committee. It is important to promote theequalization of basic public cultural services, to balance urban and rural development and build a well-off society inShijiazhuang City. Based on the construction experience of the 10 national pilot units of primary comprehensive culturalservice centers, this paper analyzes the main constraint factors of Shijiazhuang＇s primary comprehensive culturalservice center construction. In accordance with the relevant documents and the actual situation in Shijiazhuang, itputs forward the construction standards for Shijiazhuang primary comprehensive cultural service centers. Efforts needto be made to establish co-ordination mechanism, strengthen the construction of talent team, and innovate servicecontent, models and operation management system.
