摘　　要：阐述了"互联网+"内涵和本质,分析了"互联网+"环境下电子政务资源系统构建的必要性,通过专家访谈和问卷调查的方法对系统需求进行分析,提出了系统功能模块,最终构建了包含基础设施层、平台层、软件服务层的系统架构方案。论文对互联网+环境下提升电子政务服务水平具有积极的作用。This paper expounds the connotation of ＂Internet ＋ ＂, and also analyzes the necessity of constructing the e-government system under the ＂Interuet ＋＂ environment. According to the methods of expert interview and questionnaire survey to analysis the demand of e-government system. Finally the author puts forward the architecture scheme of the system function module. This package includes the infrastructure layer, the platform layer, and the software service layer. The study has a positive effect to improve the service level of e-government under the ＂lnternet ＋＂ environment.
