摘　　要：移动运营商在竞争日益激烈的今天,亟需提升IT综合资源运维管理的效率。网络监控方案是在移动运营商IT综合资源运维分级化、专业化、外包化的发展趋势下提出的,本文结合IT运维的人员、技术、流程三要素,在网络监控方案设计时考虑了人员管理集约化、技术管理规范化、流程管理自动化的业务发展方向,为强化和提升移动运营商的市场竞争力给出了具有商业推广价值的系统构建思路以及实现方案。Today, due to the increasing competition, it is necessary for mobile operators to enhance the efficiency of operation and maintenance management of IT integrated resource. Network monitoring scheme is proposed by mobile operators under the development trend of classification, specialization and outsourcing in IT comprehensive resource operation and maintenance. At the same time, com- bining with the three elements of personnel, technology and processes, this paper considers the business development direction of the intensive personnel management, standardized technology management and automated process management in network monitoring scheme, which provides a constructive idea with commercial value and implementation scheme for mobile operators to strengthen and promote their market competitiveness.
