摘  要:国家水资源监控能力建设项目是水利系统加强水量、水质监测能力建设的重要举措。为此,在长江流域片开展了水环境监测实验室共建工作,这也是实现流域片省(国)界及重要水功能区监测和管理目标的重要途径。从长江流域片共建实验室的遴选、建设、运行管理、信息管理以及潜在问题及其解决思路等方面进行了详细介绍和分析。分析结果表明:在当前的环境下开展实验室共建工作,能够实现社会、流域和地方的多赢结果,是贯彻落实最严格水资源管理制度在机制创新上的一次有益尝试。National water resources monitoring capacity building project is an important measure to strengthen water resources and water quality monitoring capacity construction for water conservancy system. The co- building of laboratory for water environment monitoring in the Yangtze River Basin and the related area is an important way to realize monitoring and management of provincial boundary cross- section and important water function area. In this paper,the selection,construction,operation management,information management,potential problems and solutions of co- construction and co- management laboratory for water environment monitoring in Yangtze River Basin are introduced and analyzed. The analysis results indicate that developing the co- construction laboratory under current situation can achieve the multi- win for society,basin and local government,which is a useful attempt to mechanism innovation in implement the most stringent water management system.
