城乡公共产品失衡的财政统筹发展研究——以宁夏回族自治区为例

摘　　要：农村公共产品的有效供给是改善农民生产生活条件的基本保障。当前,城市和农村公共产品供给规模和质量之间的差距巨大,尤其是基础设施、教育、医疗、社会保障等关系民生重点领域的公共产品供给失衡现象更为严重,阻碍了新农村建设的发展。本文从财政统筹发展的角度寻求缓解矛盾焦点的思路,明确统筹城乡公共产品供给的公共财政制度安排,进而提出相应的政策建议。Effective supply of rural public goods is the basic guarantee to improve the living conditions of farmers. Currently, the gap between urban and rural public goods supply of scale and quality is quite huge; especially in key areas of infrastructure, education, health care, social security and other livelihood of the supply of public goods, the phenomenon is more serious, hindering the development of new rural construction. This paper seeks the idea to help relieve the contradiction from the perspective of comprehensive considerations of fiscal policy, determines the public finance institutional arrangements of urban and rural public goods supply, and then puts forward policy recommendations.
