摘　　要：文章在分析现有系统的基础上,提出了系统扩展建设的基本思路,论述了配号核心功能优化、业务数据修正功能、省级监管功能的设计与实现。系统扩展建设并应用后,在矿业权管理中起到了良好效果,提高了配号效率,增强了监管能力,提升了服务水平。The national mining rights license number assigning system （NMRLNAS） is a beneficial practice of Internet ＋ government＂ in the field of land and resources management. On the basis of analysis of the existing system, this paper proposes the basic idea of expansion construction of NMRLNAS and discusses the design and implementation of core function optimization, business data correction function and provincial regulatory function. The application of the expanded system plays a good effect in the mining right management. It has effectively improved the license number assignment efficiency, enhanced the supervision ability and enhanced the level of service
