摘 要:相较于西方国家非政府组织,中国NGO和政府在联合国气候变化大会的互动具有三大特点:首先,在政府和国际非政府组织之间,它们扮演着信息提供、沟通桥梁和居中联系的角色,从而发挥公共外交的作用。其次,政府想要加强公共外交,这使得它们获得外交政策参与的渠道。最后,它们在行动形式和诉求内容上采取自我约束的策略。随着我国政治环境变得比较开放,它们的政策言论空间也慢慢扩大。Compared to Western NGOs,the interaction between Chinese NGOs and the Chinese Government makes Chinese NGOs' Participation in the United Nations Climate Change Conferences have three characteristics:First,between the Chinese Government and international NGOs,Chinese NGOs play the roles of information providers,communication bridges and liaison officers,and thus play the role of public diplomacy.Second,the Chinese Government wants to strengthen public diplomacy,which allows the Chinese NGOs to have access to participation in foreign policy.Third,the Chinese NGOs adopt the policy of self-restraint in the forms of action and the content of demands.However,as China's political environment has become open,their policy speech space is also slowly expanding.
