新常态下自主创新实现产业结构优化升级的机制

摘　　要：从高速增长转为中高速增长是我国目前经济发展的基本新常态,在此新常态下研究如何利用自主创新加快推进和实现产业结构升级发挥着重大的理论指导意义和实际价值。利用1996—2014年的数据,运用灰色关联分析法得出自主创新与产业结构之间的关联性,并通过回归分析得到二者之间的方程关系。同时,分析通过自主创新实现产业结构优化升级的内在作用机制,主要体现在两个方面:一是自主创新通过对不同产业相对成本变动的影响来推动产业结构升级,即自主创新的推动机制;二是自主创新通过改变整个社会的需求结构从而促进产业结构优化升级,即自主创新的拉动机制。以政府、市场、企业以及科研机构等多方力量推动我国自主创新能力建设,最终实现我国产业结构协调发展目标。Developing from the rapid growth to the high - middle rapid growth is China~ current economic situation in the new normal. Under the new normal, the research on how to use innovation to accelerate and upgrade industrial structure plays a great theoretical significance and practical value. We, based on the data from 1996 to 2013, use the grey correla- tion to analyze the correlation between independent innovation and industrial structure, and relationship between them is ob- tained by regression analysis equation. We also analyze the inner role mechanism of achieving the industry structure optimi- zation and upgrading by independent innovation, mainly reflecting in two aspects： one is the independent innovation based on the influence of the relative cost of different industries to promote the upgrading of industrial structure, namely the driv- ing mechanism of independent innovation; the other is the independent innovation by changing the demand structure of the whole society to promote the optimization and upgrading of industrial structure, namely the pulling mechanism of independ- ent innovation. Government, market, enterprises and research institutions promote the construction of the capability of in- dependent innovation in our country so as to finally achieve the coordinated development of industrial structure in our country.
