战略性新兴产业公共财政支持效率及影响因素——以湖南省为例

摘　　要：发展战略性新兴产业是促进我国经济发展、经济转型的重点抓手,而公共财政在支持培育战略性新兴产业过程中具有基础与导向作用。本文结合湖南省实际,利用数据包络分析法(DEA)对战略性新兴产业公共财政支持效率水平进行总体分析与评价,并利用二阶段Tobit回归模型分析公共财政支持效率影响因素。研究结果显示,在影响战略性新兴产业公共财政支持效率的因素中,从业人员越多,公共财政支持效率就越高;而政府采购支出对公共财政支持效率影响不太明显。Developing strategic emerging industries is the key means to promote the economic development and eco- nomic transformation in China, and public financial support plays a basic and guiding role in the cultivation of stra- tegic emerging industries. Combined with the reality of Hunan Province, this paper evaluates and analyzes the effi- ciency of public finance support for strategic emerging industries ; at the same time, it uses two stage Tobit regression model to analyze the influence factors of public finance support. The result shows that among the factors in influen- cing the efficiency of public finance support for strategic emerging industries, the more the employees, the higher the efficiency of public finance support, and that the influence of government procurement on expenditure the efficiency of public finance support is not significant.
