摘　　要：诞生于冷战时期的战略稳定概念包括危机稳定性和军备竞赛稳定性两个组成部分,其直接目的是为了从军备结构上消除两个超级大国之间爆发核战争的可能性。该理论对于同时期美国的核战略起到了重要的塑造作用,直接指导了"确保摧毁"战略的提出。这种战略最后成了美苏两国核战略的主要基础,并影响了此后几十年美国战略核力量的发展。战略稳定概念在后冷战时代虽然遇到了一定的挑战,但这一概念仍然是影响国际战略力量平衡的基础。The concept of strategic stability,established during the Cold War period,is composed of the crisis stability and arms race stability.Its direct purpose is to eliminate the possibility of the eruption of nuclear wars between the super powers,in terms of the arms structure.This concept had great influence on shaping the nuclear strategy of the US at that time,and directly led to the proposal of the Assured Destruction Strategy.Such strategies became the main basis for the nuclear strategies of the US and the U.S.S.R.,and effected the development of American strategic nuclear power in the following decades.Though being challenged to some extent in the post-Cold War era,the concept of strategic stability has always been an important factor influencing the balance of strategic power in the world.
