摘　　要：截止到目前，已有18个国家级新区正式获批，由于成立时间和建设历程的不同，新区发展表现出阶段性差异。结合新区发展过程中的普遍性问题，文章对现有新区不同发展阶段的规划编制情况进行梳理和总结。研究认为，传统的产业区建设模式正在向综合城市建设转型，规划编制因地制宜，关注点与规划内容也在转变，不同新区为应对提升期、扩张期和起步期的主要问题，分别采取问题导向、目标导向、控制导向的规划策略。18 state-level new areas have been officially approved by now. Due to their different time of establishment and construction process, the development of new areas shows the difference between different stages. In consideration of the general problems of state-level new areas, the paper reviews and summarizes the planning compilation methods applied at different stages. The study concludes that the development mode of traditional industrial areas is transforming into the comprehensive way of urban construction, with focus and planning content changing accordingly. In order to deal with the main problems in the period of promotion, expansion and initial period, the planning strategies of problem orientation, goal orientation and control are adopted respectively.
