摘　　要：在总结美国、欧盟跨区域大气环境管理经验的基础上,通过文献调研以及对香港特区环保署、广东省环境监测中心等相关部门的走访,分析了粤港区域大气环境管理的现状与挑战。从粤港"一国两制"的区域特征出发,探讨、研究并制定了粤港跨区域大气环境管理的目标及需求分析。在尊重国情的基础上,适当借鉴欧美经验,对粤港区域大气环境管理机制进行创新。With the frequent occurrence of cross - regional pollution problems in this study, the Guangdong - Hongkong region was selected as a case study. By analyzing the elements of cross - regional atmospheric environmental management mechanisms in the European Union and the United States, some important and mature experiences of atmospheric environmental cooperation conducted in these regions were smnmarized. By comparing with remarkable achievements and experiences in the management of trans - boundary air quality management and control strategies of European Union and United States, effects and current problems of joint prevention and control of regional air pollution were analyzed and characterized in this region. Finally, regional air quality management mechanisms among the Guangdong- Hongkong region underone country, two systems＇were prelimi- narily explored with proposed requirements analysis. Guangdong - Hongkong regional atmospheric innovative environmental management mechanism was also discussed. This mechanism could be demonstrated to other air pollution regions in China.
