新时期粤港澳经济更紧密合作的基本趋向

摘　　要：虽然粤港澳经济合作一直在高度一体化的道路上发展,但是由于经济运行机制存在着明显的差异,迄今为止,就连粤港澳区域经济合作的基本定位、分工与协作关系及合作机制等最为基本的问题,国内外学术文献都未能给予系统的把握。新的发展时期,粤港澳经济合作必须以国家实施"一带一路"战略、建设自由贸易区及实现全面小康社会为要务,将自身的区域"定性"锁定于:全区域覆盖、以将粤港澳建设成"21世纪海上丝绸之路"的排头兵和主力军为方向、产业定位以"一带一路"建设为核心主线、区域功能界定为对外及对内进行"双向"辐射及拓展的枢纽。粤港澳经济分工与协作必须处理好:珠三角内部各市之间的关系、珠三角与港澳之间的关系、珠三角与环珠三角之间的关系以及自由贸易试验区与粤港澳全域的关系,并且做到:统筹整合并布局粤港澳基础设施及产业、重视香港在发展高端服务产业体系方面的龙头作用、集中资源在各高层级的经济功能区及中心城市布局战略性新兴产业、努力在粤东西北培育能共构粤港澳经济体系的新的产业增长极。粤港澳三地的经济运行机制,应该在按现代市场经济发展的基本方向及相应的要求所设定的新平台上进行相互对接、实现双向融合。The economic cooperation of Guangdong,Hong Kong and Macao has always presented a high degree of integration,however,so far,the basic positioning,division of labor and cooperation mechanism of the regional economic cooperation have not been systematically grasped,as a result of the obvious differences existing in the economic operation mechanisms of the three regions. In the new period of development,the economic cooperation of Guangdong,Hong Kong and Macao should take the implementation of'the Belt and Road'( 'B&R') strategy,the construction of the free trade zone and the building of a well-off society in an all-round way as its important tasks,locate in whole-area coverage,direct to construct Guangdong,Hong Kong and Macao into the vanguard and main force of'the 21 st Century Maritime Silk Road',take'B&R'construction as the core of the main line of its industrial orientation,and try to become the hub of the'two-way',internal and external,radiation and expansion. In the meantime,several relationships have to be dealt with for Guangdong,Hong Kong and Macao economic division of labor and cooperation: the relationship between the inner cities of the Pearl River Delta,the relationship between the Pearl River Delta area and Hong Kong and Macao area,the relationship between the Pearl River Delta area and the Pearl River Rim,and the relationship between the pilot free trade zone and the whole area of Guangdong,Hong Kong and Macao. Besides,it is also necessary to coordinate the integration and layout of Guangdong,Hong Kong and Macao infrastructure and industry,attach importance to the leading role of Hong Kong in the development of high-ranking service industry system,concentrate in the high-level strategic and new industries in the economic layout of functional areas and urban centers,and make efforts to foster new industrial growth poles in the northeastern and northwestern of Guangdong which can help construct the economic system of Guangdong,Hong Kong and Macao.
