公共危机管理与社会资本相互作用分析——以“东方之星”沉没事故为例

摘　　要：在公共危机管理的基础上,将社会资本引入其领域来分析两者的相互作用是非常必要的。通过"东方之星"沉没事故这一公共危机事件来看,公共危机管理各阶段中社会资本发挥了积极作用,而公共危机管理的效果也直接影响着社会资本的状况,公共危机管理与社会资本之间具有相互作用的关系。We should, taking public crisis management as basis, introduce social capital into the field and analyze the interaction between the two items, which is much necessary. By studying a typical public crisis, ＂the sinking accident of Oriental Star＂, we find that social capital plays active roles in every stages of public crisis management, while the effect of public crisis management directly influences the situation of social capital. The two items interact with each other.
