摘　　要：本文以中央发布的18个"一号文件"为研究对象,系统梳理了"一号文件"有关农民合作社发展政策的演变轨迹与关注重点,主要包括合作社法律的制定与修订、合作社的规范化和示范社建设、合作社发展的政策支持、合作社开展信用合作工作的试点与推进、合作社联合社的创新与发展等七个方面的内容。中国未来的农民合作社政策将着力于进一步扩大财政资金对合作社的补贴范围、鼓励和加快合作社创新发展、加大对合作社示范社的规范化建设与监管力度、明确政府在合作社发展过程中的角色定位、鼓励和引导高校毕业生到合作社工作等七项工作。This article adopts eighteen No.1 Central Documents issued by the Chinese Central Government as the research object. It systematically summarizes the evolution track and focus of development policies on farmers' cooperatives in No.1 Central Documents, including the following aspects, namely, law formulation and rectification, standardization and demonstration construction, policy support, pilot projects and the promotion of credit cooperation, innovation and development of cooperative associations. The article concludes that national policies on the development of farmers' cooperatives in the future will likely concentrate on the following tasks, namely, the expansion of subsidy coverage, encouragement of cooperative innovation, enhancement of standardization construction and supervision of demonstration cooperatives, the positioning of the government in the development of cooperatives, and the formulation of more preferential policies in encouraging and guiding university graduates to work in cooperatives.
