美国油气资源管理机制对我国的借鉴

摘　　要：美国油气资源管理在长期的发展中不断完善,其法律体系完整规范,管理机构设置细致合理,为油气资源管理工作提供了根本保障,其先进的经验值得我们借鉴。本文通过实地调研、数据收集,结合国内外专家思路和建议对美国油气资源管理法律法规和相关机构设置情况进行了具体分析,提炼出美国油气资源法律主要特点和管理机构设置特色,结合我国当前实际,对国内油气资源的战略规划顶层设计提出了一系列具体的建议措施,为我国油气资源法制化、规范化管理工作提供了较好的政策参考。The oil and gas resources management levelwasconstantly improved in the long-term developingperiod in the United States. The legal system was completed san standard, the management institutions were detailed reasonable, provides a fundamental guarantee for oil and gas resource management area. The advanced experience is worth our using for reference. In this paper, through on-the-spot investigation, data collection, combined with domestic and foreign experts ideas and suggestions, analyzed the oil and gas resource management laws, regulations and related agencies detailed, extracted the main characteristics and management institutions of oil and gas resources law, combined with the current actual situation in our country,a series of concrete suggestions and measures of domestic oil and gas resources toplevel designwere put forward,provided a good policy reference for China＇s oil and gas resources legalization and standardizationmanagement.
