中国区域信息化发展水平研究——基于动态多指标评价体系实证分析  

A Study on the Development Level of Chinese Regional Informatization——Based on the Empirical Research of Dynamic Multiple Attribute

摘　　要：认真梳理国内外学者对信息化水平测度方法的研究文献,其共同点是从静态视角测度评价信息化水平,这对持续动态发展的信息化过程缺乏解释力。有鉴于此,本文在积极借鉴前人研究成果的基础上,立足于中国国情,提出从不同侧面综合反映区域信息化水平的4大要素、13项指标的动态多指标评价体系,来分析各省(市、区)不同时期信息化水平,并通过空间计量软件GeoDa揭示中国区域信息化变化趋势。本文研究得出的结论为:(1)中国各区域信息化呈不断上升态势,但发展速度整体放缓;(2)中国区域信息化发展不平衡状况加剧;(3)移动电话快速普及成为缩小区域信息鸿沟的重要因素;(4)信息化指数较低地区增长速度相对较快;(5)"一带一路"重点省份的信息化平均水平低于全国平均水平,信息产业发展滞后是主要原因。This paper makes a literal review of the research literature on the methods of measuring informationization level adopted by domestic and foreign scholars and finds that what these methods in common is that they are all form a static point of view , which lack explanatory power for dynamic and continuous development of the informationizafion process. On that ac- count, this paper, based on China＇s national conditions, put forward a dynamic multi- index evaluation system with four ele- ments and thirteen indicators which reflect the level of regional informatization from different sides synthetically on the basis of predecessors＇ research results to analyze the informationization level of the provinces （cities, districts） in different periods. And then reveal Chinese regional informatization trend by using the spatial econometric software GeoDa. It arrives at the following conclusions： （1） The information level in each region of China is improving, but the speed is slowing down; （2） The regional informationlization unbalancedness in China has intensified; （3） The rapid popularization of mobile phones has become an im- portant factor of reducing the regional digital divide; （4） The growth rate is relatively fast in the area where the information in- dex is lower ; （5） The informatization in the key provinces of the ＂Belt and Road＂ is falling behind the national average, and the main reason is the lag of information industry.
