New Urbanization: New Interpretation and the Tendency of Future

摘　　要：2002年中共首先在十六大报告当中提出"新型工业化"和"走中国特色的城镇化道路"。时隔11年之后,才明确提出要"走集约、智能、绿色、低碳的新型城镇化道路",并于2014年3月16日发布了《国家新型城镇化规划(2014—2020年)》。2015年中央召开城市工作会议,对以人为核心的新型城镇化道路给予了全面而又系统的阐述。新型城镇化的"新"主要体现在:新的发展理念、新的空间布局、新的载体、新的动力机制和新型城乡关系五个方面。未来走势将呈现出:"一带一路"+"长江经济带"+"沿海经济带",将形成向右旋转90度的"巾"字形的城镇群带空间布局;"农民工"、"失地农民"和"农民""市民化"将成为今后相当长一段时期内政府工作的重中之重;绿色发展的理念将贯穿于"新型城镇化"的始终,助推中国经济转型与发展;由"推进以人为核心的新型城镇化"和"新农村建设"主导的"城乡一体化"战略将助推中国完成城市化的重任。In 2002,China proposed the ＂ New industrialization＂ and ＂ the road of Urbanization with Chinese characteristics＂ at the Central committee of the communist party of China 16th meeting. 11 years later, China explicitly proposed the new path of urbanization ,which need the idea of ＂intensive, intelligent, green and low carbon＂ , and released on the national new urbanization planning （2014-2020 ） on March 16th 2014. New urbanization path of people？ oriented was gaved a comprehensive and systematic expiation in a conference which was held by the Central government in 2015. The ＂ new＂ of new urbanization is mainly manifested in five aspects, they are the new development concept, the new space layout, the new carrier, new mechanism and new urban-rural relationship. A tendency will be appeared in the future,which is ＂ One Belt And One Road＂ ＋＂ the Yangtze river economic belt＂ and ＂ the coastal economic belt＂ will form the megalopolis which appear by a structure of Chinese word ＂Jin＂,will turn right by 90 degrees. In the future,＂Migrant workers＂,＂land-lost farmers＂ and urbanization of rural migrant workers will be the top priority problems in the long period of time. The concept of green development will run through the ＂New urbanization＂？ The strategy of ＂Urban-rural integration＂ by the lead of the ＂ New urbanization promote the human- centered＂ and ＂ new countryside construction＂ will push to complete the task of urbanization in China, and boost the transformation and development of China＇s economics.
