摘　　要：在我国,政策环境影响评价至今仍未从法理上纳入环评体系,也没有形成系统的理论技术体系。通过分析政策环境影响评价的特点,对不同类别的环境可计算一般均衡模型(CGE模型)进行总结,探讨了如何将CGE模型应用于政策环境影响评价。不断丰富政策环境影响评价的技术方法,不仅有利于形成统一完善的理论和方法体系,更有利于在合适的时机将战略环评的评价范围拓展至政策和法律层面,使环境因素更好地融入到国家政策、法律、法规等的制定过程中,进而实现科学的综合决策。In China,the policy environmental impact assessment has not been included in the EIA system at the legal level yet,neither developed to be a theoretical and technological system. By analyzing the characteristics of the policy environmental impact assessment and summarizing environmental computable general equilibrium( CGE) model in different categories,this paper discussed how to apply CGE model in policy environmental impact assessment. Enriched technical methods of policy environmental impact assessment is not only beneficial to formulate a unified theory and method system,but also more advantageous to expand the evaluation scope of strategic EIA to the policy and legal level at the appropriate time,which integrates environmental factors into the formulation process of the state's policies,law and regulations,further implements comprehensive and scientific decision-making.
