耕地资源的非市场价值核算——以山东省日照市为例

摘　　要：以日照市近几年的耕地资源数据为研究基础,从剖析耕地资源非市场价值的角度出发,运用分解求和法、替代法、影子价格法、机会成本法等方法,选取2000年到2012年中的五个代表年份,按照耕地的社会、生态功能,分别测算耕地资源的养老保障、失业保障、社会稳定和生态功能等方面的价值。结果表明:日照市耕地资源的社会价值总量和生态功能价值总量波动较大,在一段时间内呈持续下降趋势,表明日照市应当全面的认识耕地资源的价值,尤其是重视其非市场价值。This study takes cultivated land resource data of a few years in Rizhao city as the foundation of the research. We focus on analyzing the non- market value of cultivated land resources that provide key social and ecological functions, selecting the period of 2000 to 2012 . We use summation, substitution, shadow price decomposition, and opportunity cost methods to separately measure value from old-age security, farmers unemployment guarantee, social stability and ecological function of cultivated land resources in the value calculation. The results show that cultivated land resources of Rizhao city social total value and ecological function of the total value of fluctuation is large , within a period of time continuing to show a downward trend . It indicates that Rizhao city needs to better understand the value of cultivated land resources, especially the importance of non-market value.
