城乡一体化发展中农村土地管理制度的创新性分析

摘　　要：对于我国城乡一体化发展过程中,创新农村土地管理制度已成为必然。城乡一体和土地管理制度之间是息息相关的,实现城乡一体化发展,将会产生大量征用农村土地的工业发展需求,也会产生改良农村土地管理质量的需求,因此在加快实现城乡一体化发展进程中,亟待需求得到良好土地管理制度的保障;然而由于城乡差异,现行农村土地管理制度不利于城乡一体化发展。本文将深入剖析当前中国农村土地管理制度中存在的问题,同时可以结合城乡一体化发展背景下,优化创新设计农村的土地管理制度。It is an inevitable trend to innovate rural land administration system in China＇s urban and rural development. This is due to the demands for rural land out of industrial construction in the integrated development,and the demands for improving rural land administration as well. Therefore, such an integrated development needs badly a support from a good land administration system. However,current land administration system in the countryside is in fact detrimental to the integrated urban and rural development owing to the differences between the two types of areas. The paper makes an analysis on the problems in current rural land management system,and elaborates how to optimize and innovate the administration system for rural land for the unified urban and rural development.
