市场经济体制建立以来档案行政管理机构的职能分析

摘　　要：从市场经济体制建立后国家出台的主要档案政策法规出发,总结出档案行政管理机构在保管利用与行政管理、行政执法、民营企业档案工作等职能的变化,接着阐述了社会主义市场经济体制、行政体制改革、依法行政、依法治档是其职能变化的原因,最后提出了将文件纳入档案行政管理职能范围的意见。Based on main archival policies and regulations introduced by nation since the establishment of market economic system, this paper summarizes changes in the functions of archival administrative departments in custody and use, administrative management, administrative enforcement, archives work in the private enterprises. China＇s market economic system, administrative system reform, administration by law and archives management by law are analyzed as reasons of changes in the functions. At last, the idea about putting records work as a part of the functions of archival administrative departments is raised.
